Police pick pavement pedalers pocket

A pavement cyclist has become the first person in London to receive an on-the-spot fine for anti-social behaviour.

The man was stopped by two police community support officers (PCSOs) who handed him a £30 fixed-penalty notice.

If he fails to pay within two weeks he will be prosecuted. Kensington and Chelsea's campaign against anti-social behaviour, which also includes fines for dropping litter and spitting chewing gum on the pavement, comes after Mayor Ken Livingstone called for a New York-style zero-tolerance approach to petty crime in the capital.

The miscreant was upset.

He apparently figured that, because there were no bike lanes,  he could could get on the sidewalk.

I guess the man has no clue how to ride safely in the street.

PCSO Danny Scanlon, who issued the first ticket, said: "Cycling on pavements is the thing most people worry about in this area.

"We're here to tackle minor crime and reassure the community. The new powers are just another tool to do our job."
