Class 3 Bike Route Proposed for Laguna Beach CA.
PROPOSED CLASS III BIKE ROUTE THROUGH CENTRAL SECTIONS OF LAGUNA BEACH:
Modeled after popular bike route alternative to Coast Hwy in San Clemente, CA.
Uses routes favored by local bicycling commuters and recreational riders.
Avoids high speed, large volume roads with truck or RV traffic.
Avoids steep uphill grades and favors streets with controlled cross traffic.
Turns at safer corners that lend themselves to easy signage.
Considers quality of ride and destinations desired by cyclists.
For left turns at busy intersections, favors corners controlled by traffic lights.
Recognizes large cycling groups and many individual cyclists will still use Coast Hwy - as is their right by state law.

Congratulations. It seems that you will end up with a safe, user-friendly bike route that might just encourage more people to cycle.
For years I have been one of the advocates for cycling infrastructure in my bit of Sydney. We spend untold hours planning routes, using guidelines similar to the ones I see in your post. Local Council agrees. Work begins, and sometimes even finishes. Then we find that there are changes to roads (not necessarily at a local level), such as the state building a new motorway with a toll that motorists try to avoid by using local roads making our "safe, quiet" bike route a nightmare rat run for motorists. Or that the roads authority decides to make a road on our "safe quiet" bike route a one way street, so then we have to lobby for contra flow lanes. Or that the Council decides to allow permission for a factory/warehouse/tower building etc on the bike route meaning that the "safe quiet" bike route now has to contend with increased traffic and more often than not, semi-trailers and trucks.
Road use changes constantly, so we need to be constantly vigilant and keep lobbying for cycling infrastructure improvements.
